The event drew representatives from AIPA member countries, including Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Myanmar, Thailand and Vietnam, and 11 observing countries, along with guests from the ASEAN Secretariat and the Inter-Parliamentary Union.
The Vietnamese delegation was led by Politburo member and Vice Chairwoman of the National Assembly (NA) Tong Thi Phong.

In her speech at the opening ceremony, NA ViceChairwoman Tong Thi Phong stated that the AIPA-38 General Assembly took place in the context of a world that has seen complicated and unpredictable developments.
Terrorism, socio-political instability, and sovereign and territorial disputes and the rise of non-traditional security issues such as the environment, epidemics, climate change, and the protectionist trend in international economic integration have directly and indirectly affected security, stability and economic development in Southeast Asia.
In that context, AIPA and ASEAN members should uphold the spirit of solidarity and unity, raise the sense of responsibility by contributing to joint efforts to effectively respond to the threats to peace, security and stability in the region as well as comprehensively contribute to the building process of the ASEAN Community, she noted.
The NA Vice Chairwoman added that in the new stage of development of ASEAN and AIPA, cooperation between ASEAN and AIPA needs to be reformed in a more coherent, practical and effective manner, with a focus on promoting the ASEAN community, maintaining peace, stability and sustainable growth and prosperity in the region; strengthening ASEAN solidarity and raising awareness of the ASEAN community; consolidating and promoting ASEAN's central role in the forming regional architecture.
She stated that the Vietnam National Assembly has been, and will continue to join AIPA’s activities with an active and responsible attitude in contribution to a stable and sustainable ASEAN Community.
